Cohen was in some legal jeopardy because if he had paid Daniels out of his own funds, that might mean he had knowingly made an in-kind campaign contribution well in excess of the $2,700 limit per election to a federal candidate.

This appeared to cause problems for Trump, who had denied knowing anything about the payment.

But Giuliani and Trump have never been close friends, associates say, and Giuliani was upset by his treatment during the transition - when he was passed over for secretary of state by Trump's eventual choice of businessman Rex Tillerson.
In a burst of tweets, Trump denied the hush money was connected to his campaign, calling it a "private agreement". "He did know about the general arrangement, that Michael would take care of things like this", Giuliani told Fox News on Wednesday. He said the money "had nothing to do with the campaign".
Cohen previous year said he had paid Daniels out of his own money in return for signing a non-disclosure agreement about her alleged 2006 affair with Trump.
In his statement, Giuliani also sought to make clear that he speaking in television interviews about his understanding of events in which Trump had been involved and not about what the president knew at the time.
Expect a pullback rather than a full mea culpa, because Trump clearly still remains enamored of Giuliani's pugilistic instincts. But he declined to elaborate.
