In every domain, America will always seek peace, the vice president said. The plan faces daunting hurdles and requires congressional approval.

Given the stakes surrounding building a new military branch, the issue is likely to be a political football.

Vice President Mike Pence is expected to outline plans for President Trump's proposed new "space force" during remarks at the Pentagon on Thursday.

The report says the new command will "improve and evolve space warfighting", focusing on doctrine, tactics, techniques and procedures.

"The time has come to establish the United States Space Force", Pence said. After the Trump administration announced it would close down the Russian consulate in Seattle, the Russian embassy asked its Twitter followers to vote for which United States consulate they'd like to see shuttered in Russia. However, the Congress is responsible for "raising and sustaining" the military.

Citing Russia and China, he said that for years USA adversaries have "pursued weapons to jam, blind and disable our navigation and communication satellites via electronic attacks from the ground".

On Tuesday, however, the Pentagon chief said he fully supported the idea of creating a new US Space Command. The last time the USA created a new uniformed military service was in 1947, when the Air Force was launched after World War II.

However, Mattis has now endorsed steps to reorganize the military's space war fighting forces and create a new command, the AP reports.

It would require a new headquarters and major organizational changes.

Deborah James, who served as Air Force secretary for the final three years of the Obama administration, estimated it would be five to 10 years before a separate service would be fully formed. "I don't. I wouldn't vote in favour of it". Those satellites handle intelligence and surveillance, as well as command, control and communication, among other things.

The US intelligence agencies reported earlier this year that Russian Federation and China are pursuing "non-destructive and destructive" anti-satellite weapons for use during a future war. The Air Force is now in charge of the USA military's space capabilities. But he didn't specifically advocate a Space Force. In the second phase, the Pentagon would combine all the components into the new sixth branch of service.

Finally, the Pentagon would also establish a US Space Command to be led by a four-star general or flag officer, he said.

The Trump campaign has proven itself skillful at merchandising, with their red baseball cap emblazoned with the campaign slogan "Make America Great Again" becoming one of the most omnipresent symbols of the 2016 United States presidential campaign. "This is a process we're in".

There's a great deal of skepticism surrounding President Donald Trump's desire for a Space Force, with many in Washington questioning whether it's necessary and would be worth the cost and additional bureaucracy.

"There is a threat out there but it's being handled by the US Air Force today".

Vice President Mike Pence on Thursday delivered a speech at the Pentagon outlining the administration's plan to move forward with the Space Force, which including instructions for the Department of Defense to draft a legislative proposal for Congress. There is now no details and no timetable, but the establishment of a new military branch to oversee war fighting in space would require congressional approval.

The last time a new branch of the military was established was in 1947, when the Army Air Corps was disbanded and the US Air Force was established.
