Canada on Wednesday became the second country to officially legalize marijuana.

On Wednesday, October 17, Canadian citizens will have the option of legally buying recreational marijuana.

The global financial community is eagerly watching.

The move is a political win for Canadian Prime Minister Justin Trudeau, who vowed to legalize cannabis during his 2015 election campaign.

But not every province and territory has brick-and-mortar locations available.

"It's like Christmas and New Year's and my birthday, all in one day", Senecal told Al Jazeera, sitting in a foldable chair outside one of three stores selling recreational cannabis in the city.

"It's a historic day, a real first", said Alain Brunet, project manager for the Quebec's government corporation overseeing the stores.

Authorities will soon announce plans to pardon Canadians who have been convicted with possession of 30 grams or less of marijuana, CNN partner CTV reported.

Canada needs to "take a deep breath" as USA states such as Colorado and California did not have a seamless system at the outset either, said Cam Battley, chief corporate officer for licensed producer Aurora Cannabis. Border officials aren't changing their routine questioning after Canada's legalization took affect on Wednesday.

Hours before they opened, though, a federal official told The Associated Press that Canada will pardon all those with convictions for possessing up to 30 grams of marijuana, the now-legal threshold.

The government of Canada will oversee production and manufacturing of the drug. In August, Canada approved a device to detect levels of tetrahydrocannabinol (THC), the psychoactive element in cannabis, in a driver's oral fluids.

In the U.S., it's a different ballgame.

In neighbouring USA, nine states and the District of Columbia have legalised marijuana.

This new industry has attracted billions in funding, as well as interest from alcohol and soft drink makers such as Constellation Brands and Coca-Cola, respectively, which have expressed an interest in developing cannabis infused drinks. "We are competitive with other provinces". It's the largest corporate investment in a marijuana cultivator to date.

However, Goodale says one challenge in drafting the legislation is that it will also have to deal with provincial justice systems.

Other big retail companies, like Walmart, have signaled they are exploring the market for CBD (cannabidiol) products. You can't travel from Canada with marijuana on your person or in your luggage.

The U.S. Customs and Border Protection reiterated Wednesday that despite Canada's legalization of recreational marijuana the substance is still illegal under U.S. federal law and will not be allowed to cross the border.

"We will do what is necessary to ensure that kids don't have access to this drug and that we work collectively together to displace that (illegal market)".
